Which checks come before any range part is named?
The cheap causes, in the order they turn up. Burner caps are lifted and re-seated, because a cap sitting a fraction proud of its head keeps the gas away from the spark. Electrodes are checked for a cracked ceramic or a wet well.
Then a manometer goes on the manifold with burners running: low pressure gives a weak flame that is slow to catch. A burner that burns orange and leaves soot usually has blocked ports, a cap out of place or the wrong orifice for its gas. A simmer with no low end points at that burner’s valve, not at the ignition.
Induction tops are a different machine, and there the question is the supply and the control, answered with a meter.

Why is the range tested with every burner lit?
Because gas pressure only tells the truth under load. A supply that holds up for one burner can sag once the rest of the cooktop, and a gas oven if there is one, are drawing at the same time, and that sag is what turns a crisp flame lazy or leaves one burner clicking without catching.
So the reading is taken twice: one burner on, then the whole top on high. The two numbers side by side say whether the range, its regulator or the house supply is falling short, which decides whether a part is needed at all.

Which burner, what the flame looks like, whether it clicks, and whether the fault is worse with several burners on. Is it safe to keep cooking on a burner that burns orange?
Use the other burners until it has been seen. An orange, sooty flame is burning short of air or through blocked ports, so it runs cooler, blackens pans and lays soot inside the range. Why would a simmer burner stop turning down?
Usually because of that burner’s own valve. Its low setting can drift or be knocked out of adjustment during a clean or a gas conversion, or the valve itself wears, and the flame then stays high whatever the dial says.
